Uzbekistan adopts measures to ensure stable supply of materials and raw materials to industries

Uzbekistan introduced an order on selling 27 high-liquidity products, manufactured by monopoly enterprises, on the basis of market principles exclusively through exchange trades starting from 1 January 2018.

President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to ensure stable provision of the country’s economy with demanded types of products and raw materials”.

The document said that gasoline, copper cathode, copper wire rod, secondary aluminum, zinc metal, and forage wheat are sold at the exchange auctions only to enterprises that have production capacities for their further processing in accordance with the conclusion of the khokimiyats of the districts (cities).

Technical seeds of cotton will be realized via the exchange exclusively to fat-and-oil enterprises of JSC Uzpahtayog.

It added that gasoline can be sold to budget organizations and petrol stations, while diesel fuel to budget organizations and farms, Uzbekistan Temir Yollari, Toshshahartranshizmat, state enterprises for the collection and removal of domestic waste on direct contracts as an exception.

Coal will be also realized to budget organizations, population and enterprises of Uzbekenergo on direct agreements.

Cottonseed oil, intended for socially vulnerable groups of the population, will be sold to wholesale and retail enterprises for further distribution at established prices, including a retail margin of not more than 10 percent, and for formation of the state strategic reserve.

Cotton fiber is sold through exchange trades to domestic textile enterprises with production capacities for its processing, and the state company Davlat belgisi, enterprises of Uzpahtasanoat JSC, Uzbek Society of Blind and institutions of the Main Penalty Execution Department of the Ministry of Internal Affairs of the Republic of Uzbekistan - under direct contracts in limits of technological needs and available production capacities.

The husks and cake of cotton seeds are sold on the exchange trades while maintaining the existing exchange margins and the order of distribution of volumes.

The General Prosecutor’s Office together with the National Project Management Agency under the President of Uzbekistan and other interested departments were instructed to organize a two-month study of the activities of commodity and raw materials exchanges on sale of highly liquid products, preparation of proposals to prevent unreasonable price increases, free access to exchange trades, protection against unauthorized access to the electronic system of exchange trades.

Uzbek leader handed over to the State Committee on Geology and Mineral Resources the authority to issue licenses for right to use subsoil plots containing nonmetallic minerals by abolishing the Commission of the Cabinet of Ministers of the Republic of Uzbekistan for issuing licenses for right to use subsoil plots containing nonmetallic minerals.

The document said that the committee will consider applications to obtain a license to use subsoil plots containing nonmetallic minerals within 20 days.

Requirements for statutory fund of applicants for a license to use subsoil plots containing nonmetallic minerals is 500 times of the minimum size of salary, established by law at the time of filing an application.

The State Committee of Uzbekistan for Geology and Mineral Resources was entrusted to develop and update procedure for issuing licenses for right to use subsoil plots containing nonmetallic minerals in the established order.

Qishloq Qurilish Invest got the right to independently purchase from the manufacturers of lumber and roofing metal sheets without conducting tenders for results of the selection of the best offers with the expertise of import contracts at the Center for Comprehensive Expertise of Projects and Import Contracts under the National Project Management Agency under the President of the Republic of Uzbekistan.

The President exempted Qishloq Qurilish Invest LLC from paying customs fees, except customs clearance fees, for import of lumber and roofing metal sheets and value added tax - when they are sold to general contractors in construction of affordable apartment houses under updated standard projects.
